You want to know what the CEFR is?

The CEFR (Common European Framework of Reference for Languages) was created by the European Union and it is an international system which measures the level of language abilities. Six different levels were created and they match what we use to consider before as: beginner, pre-intermediate, intermediate, pre-advanced, advanced and proficient.

You should know that it is internationally recognized

The CEFR qualification is recognised obvisouly in Europe but alos throughout the world. It is a simple tool used by universities and employers to have a good snapshot of your capacities. You will for instance require the level B2 to study in a University in France, B1 oral to have the French citizenship, B1 to be able to study in Canada, etc...
